Based on my research:
The spectacular building in this photograph was finished in 1891 and scraped in 1940's (the building no longer exists)
The photograph was taken by an American, most likely by a US soldier stationed in the area right after WWI (1918) At the time The Palace was used for US troops as YMCA recreation center .
